The Ross County Land Reutilization Corporation (Ross County Land Bank) was established in 2016 as a means to reduce the number of vacant and blighted properties in the City. Vacant and blighted properties attract crimes and lead to a number of problems for the community including lowered property values on neighboring homes and decreased tax revenue for the County. The Land Bank acquires properties headed for foreclosure proceedings or those sitting vacant and through either demolition or rehabilitation, improves the properties and makes them usable.

By forming the Land Bank, the area was approved for up to $500,000 in grant funding through the Neighborhood Initiative Program. These funds go toward the acquisition and demolition of vacant and blighted properties. The Land Bank is currently looking into funding and seeking partners to rehabilitate properties that can be saved and are cost-effective.

Current Project: 
The Ross County Land Reutilization Corporation (RCLRC) is accepting bids to complete site revitalization activities at the Former Tiffin Elementary School (Site) located at 145 S. Bridge Street, Chillicothe, Ross County, Ohio. The Site is owned by the City of Chillicothe and consists of two parcels (30-5603007600 and 30-5612020000). Site revitalization activities are being completed to prepare the site for redevelopment.  
The Scope of Work (SOW) includes the excavation, removal, and disposal of the former building’s concrete slabs, foundations, footers, and basement; fill and compaction of the excavated areas; site restoration, grading, and seeding; removal and disposal of minor above ground structures; and installation of sidewalks. All activities will be completed in accordance with local, state, and federal regulations. A copy of the request for proposals and scope of work is available at HERE. The Site walkthrough will be held on March 7, 2024, at 10:00 am for interested bidders.
Bids are due by 5:00pm Eastern Time on Monday March 11, 2024 and shall be submitted by email to both Jennifer Chandler at Jenn.Chandler@tetratech.com and Matthew Wagner at Matthew.Wagner@tetratech.com with “Chillicothe Tiffin Site” in the subject line. Contractor award selection is anticipated to be made by March 14, 2024, followed by a notice to proceed on March 18, 2024. The work is expected to be substantially complete by April 19, 2024.
